Most consumers are not aware that when they think that their utility bills are too high or when proposed power lines threaten the integrity of their community, the CPUC can help consumers to file a complaint, evaluate it and find resolution. OneWorld Communications scripted, shot, directed and edited a 48-minute video. 90,000 copies were distributed across the state on DVD.
